Could you try downgrading libgpgme11 to 1.1.8-2 to see if that version
causes that?

Hint: if you use REPREPRO_BASE_DIR instead of BASEDIR you most likely
no longer need the --basedir. And the other arguments you can put into
conf/options to make it possible to get the same behaviour without
having to give reprepro command line options.
