Building pam with dh 7, dh_perl spits out the following substvar for
libpam0g-dev:

  perl:Depends=perl

libpam0g-dev is a package shipping .so symlinks, static libraries, header
files, manpages, and other documentation.  I'm not sure why it's outputing
this dependency, but I'm pretty sure it's a bug.
