I experience the same problem. However, listen-address localhost:8118 listen-address 127.0.0.1:8118 listen-address 0.0.0.0:8118 all fail!
/var/log/privoxy/logfile: Fatal error: can't bind to 127.0.0.1:8118: The hostname is not resolvable or Fatal error: can't bind to 0.0.0.0:8118: The hostname is not resolvable (a very strange message, as an IP need not be resolved?) /etc/hosts 127.0.0.1 localhost restarting privoxy works fine, but this is not a solution...
