I fail to see a bug in drupal6 here. drupal6 correctly depends on
dbconfig-common which ships /var/log/dbconfig-common. If something is
missing in the dbconfig-common, any package depending on it will fail
installing.
In your case, why was /var/log/dbconfig-common missing? Was it removed
by accident?
If there is nothing else related to drupal6, I'm going to close this
bug.
