I only just noticed (was not CCed) that Andrew Straw posted to #547510 a possible fix to #548392: Using --force when running setup.py install. That makes it ignore the timestamps.
So, doing that, and reversing the order python in run in, should fix the problem. Much better than the 1 second sleep between setup.py invocations I was dreading having to add. -- see shy jo
