Coin, Sorry for such infinite delay in replying to this bug.
Seems part of this bug was solved in debhelper (index.sgml excluded in 7.0.10), so i guess this is sufficient for sgml files. I looked at 2-3 devhelp related packages, and found no manual exclusion, so i guess either the problem is still to be solved, or the debhelp program can handle this case. Could you clarify ? If this is still a problem, i guess reassigning this bug to debhelper would be a better option to ensure reaching all needed packages.
