Actually, I think I may have been too optimistic about having solved this problem. I'm still getting the flickering on at least some jpeg images when I reduce them, on two different machines (a third, a laptop, seems to be immune). Sometimes it doesn't happen if I reduce them once but does happen if I reduce them a second time.
It does seem to be related to icewm, however. If I use twm the problem is not there. Perhaps I should report it as a bug for icewm.
