Recently I have noticed that update-manager starts with the Install Updates button deselected by default. This is the case whether I chose Smart Upgrade or not. The only way I can get the button to become active is by clicking a checkbox on a package to be upgraded. If the package is already selected, then deselecting it will activate the button. I can then click the checkbox and reselect it and install. Without clicking on at least one checkbox, whether it is checked or not by default, I am unable to click the Install Updates button.
