Someone on #debian-xfce irc channel suggested it might be related to the double click speed. Maybe playing with it you will be able to reproduce.
Yes, it's related to the double click speed. I just set it to 200ms. Maximizing works by double-clicking with the laptop mouse buttons. With my usb-mouse however I windows don't maximize even if I double-click much faster than with my internal mouse. I used xev to verify that the double clicks by the usb mouse are properly received.
