The various .pl files in /usr/share/perl/5.10/unicore are generated at build time from the .txt files. The .txt files are also used runtime at least by Unicode::UCD, possibly others. The chance for them to go out of sync doesn't seem appealing. A somewhat related upstream thread is http://www.xray.mpe.mpg.de/mailing-lists/perl5-porters/2009-01/msg00585.html which shows at least that UCD upgrades are not quite a trivial matter for perl.
