I wonder if the severity of this bug should be raised, due to the
combination of the following reasons:

a) it renders epiphany-webkit almost unusable for everyday work

b) the '/' target directory setting appears to be either an artefact of
the upgrade/migration from epiphany-gecko or some kind of default
value(?) (NB: ~/Downloads exists and was used at some point before by
epi-gecko; I don't know what the exact setting was before the upgrade,
but I don't think I ever touched it in any case)

c) there is no error message indicating what is failing or why, it just
says 'Download finished: xyz has been downloaded' and then nothing
happens.
