Should this not be more generic?

It would be kind if man page translators get a notice pre upload such
that they can update their translation as well. (Same holds for the
po/ dir, all (!) translations have at least 1 string fuzzy.

According to my testing this also closes #550483 (debconf builds fine
now in my sid i386 chroot)? Any reason this bug should be left open?
