http://release.debian.org/migration/testing.pl?package=libaqbanking says "libaqbanking no longer provides binary libaqhbci16. ftpmaster needs to remove it." So, please remove binary package libaqhbci16 from unstable. AqBanking has transitioned to libaqhbci17 and no other packages depend on it.
