Yes, and sorry to say, but not convinced.  My opinion is, that you are
in a very specific case with the requirement that you can't afford
30Mbyte on disk.  Because of this specific requirement, you should be
the one, who do extra steps and I do not want to put one more binary
package in the archive because of this.

Is it OK if we continue with shipping the specified .rom files ungzipped
and then the qemu/kvm guys can put a Recommend on etherboot?  I don't
think it should be Depends, because not every user of qemu/kvm uses PXE.

With this configuration the user will get a working PXE-able virtual
system by saying apt-get install kvm/qemu, and the users like you can do
an apt-get remove --purge etherboot after saving the .rom file they
need.  I know that this means that the saved .rom won't be updated
automagically, since you have purged etherboot.

And as I see from wnpp, you will be one of the maintianers of gpxe, so
on the long run you can do whatever you want.
