Running up

    emacs23 -q /var/cache/apt/archives/debian-el_30.9-1_all.deb

gets an error

    File mode specification error: (error "Malformed Tar header")

For what it's worth the deb-view.el of debian-el 30.8-1 can successfully
visit that file, but not the new 30.9-1 version (the versions in
deb-view.el itself being 1.10 good, 1.14 failing).
