How did you manage to install the missing files? I have this problem:

if you have deb-src in your sources list, than you should do:
apt-get source fglrx-driver
in the directory the package extracted to you'll find the files (in sub
directories) with 1.0 at the and.
copy them to /usr/lib/ and make symlinks with .1 ending.
thats all.
