The source package currently ships upstream source containing a copy of PHPWiki in the plugins dir, which in turn contains copies of other php libs. This is not reflected in debian/copyright, and even includes mixes of licenses that I'm not so sure are really welcome (i.e. PHP license on PEAR components, etc.). In any case, the plugins are not built in binary packages, so I doubt this is problematic. I'd very much suggest getting rid of these and changing the contents of the source package, or fix the copyright file accordingly (including a license review WRT DFSG compatibility, then).
