We are explicitly forbidden by RFC to listen on ANY "lmtp" port by default,
and Debian should not ship anything called lmtp in /etc/services for the
same reason.

No, I don't believe so. I just installed cyrus-common-2.2 (which contains
lmtpd) version 2.2.13-17, and I do not have an lmtp entry in /etc/services.
The default /etc/cyrus.conf shipped only include an lmtpunix service and
does not attempt to listen on inet port lmtp.

I've always manually added lmtp/csync/mupdate to /etc/services.
