Just wanted to follow up on this: FreeCAD is now in unstable and
testing, and is a nice CAD framework which aims for a very extensive
feature set.  It's not yet 1.0, but is probably something you would find
helpful.

Also, I just converted my ITP bug for Salome to an RFP, I had been
taking too long and didn't want to discourage anyone from working on it.
