Thanks for the detailed report. One more thing: do you know what version of libapache2-svn (and libsvn1) _did_ work? (It may still be in your /var/cache/apt/archives/.) If this is convenient for you, can you verify that the server works again if you downgrade to that? It would be good to be certain that the upgrade of libapache2-svn is what broke - and not, for example, an upgrade of apache2-mpm-prefork or libapr1 or something, that may have happened at the same time.
