If the patch is wrong, then the pre-existing documentation in
dh_installinit is also wrong:

        responsible for installing upstart job files or init
        scripts with associated defaults

       debian/package.default
           If this exists, it is installed into
           etc/default/package in the package build directory.

BTW, have you considered that some packages have other scripts than init
scripts that source the default files. This includes cron jobs, acpi
scripts, X session scripts, etc. There has been some scope creep there that
could arguably be slightly beyond the original intent of defaults files, but
would inarguably break if the defaults files were dropped.
