Sorry but I have to close this bug as wontfix, here's the reason we received
in the upstream bug:

The cpuspeed plugin in the distribution has shown the average and not the
"instant" speed of the system for a while now. But the visuals of the plugin
you point out is much cooler.
However it requires one graph pr. cpu and since interesting servers now have
at least 4 or 6 cores this plugin is "noisy" - much like diskstat_. To be
included it would either have to be set to "manual" or converted it to a
cpuspeed multigraph plugin - with correct ds names for the to preserve data
history. And IMHO the math has to be fixed - the plugin converts perfectly
good counters to gauges.
Closing as won't fix for now. If anyone wants to reopen it please say you
intend to close it again afterwards - as fixed. Thanks.

This might be included in the future, if someone picks it up and fixes the
plugin, but for now we can't include it. But of course, it's always available
in munin-exchange - and upstream will be glad to get a patch that adds
multigraph support and fixes the counters and math as mentioned above.
