Using rkhunter.conf.local would make the admin ignore any new options added to new rkhunter released (if keeping the original rkhunter.conf untouched, it would be automatically overwritten on package upgrade). Debian already has some good ways for managing conffiles... Actually, I was hesitating between not using this feature, or shipping an empty rkhunter.conf.local file (with a comment explaining what this file is), maybe simply stating it in README.Debian and letting it be created manually by the admin can be a good compromise.
