As I see this: 1/ notify-osd package in Debian doesn't replace the default notification-system yet, so IMO, conflicts is not required. 2/ The ubuntu's patched version of pidgin-libnotify for notify-osd, uses libindicate [1] which is not yet packaged in Debian. So there is no easy way to pull in changes from Ubuntu.
