Is there any cheap way that ikiwiki can tell if a new enough darcs is
available to use this feature?

I am skeptical that VCS abstraction libraries can be useful, in
particular ikiwiki needs to get pretty deep into how the VCS handles
conflicts and conflict resoltion. See also:
