Well ... if the repository is served locally by a filesystem, yes.
Which implies that you have a network-shared filesystem somewhere with
Subversion repositories on it, and multiple computers that use the
repositories through the file:/// access method.  While this works in
many cases, it is not ideal, and Subversion upstream always recommend
using one of the network protocols (svn:, svn+ssh:, http:, https:)
instead.

In any case, what you probably want is the 1.6.4 build for
Debian 5.0 (lenny) that is currently on backports.org.  See
http://packages.debian.org/lenny-backports/subversion, or
http://www.backports.org/ .
