/etc/init.d/fancontrol has Default-Stop: 0 1 6. However, its stop action just kills the daemon, which sendsigs will already do a little later in runlevels 0 and 6 as part of the shutdown/reboot process. Thus, it need not explicitly run in runlevels 0 and 6. Please change the Default-Stop to just 1.
