Sorry for taking such a long time to reply. This is fixed in 1.1.8-1 which should be uploaded to unstable soon (just fixing one last bug with manpages). The encoders are under /usr/bin and as per Debian policy have had the .py extension removed. A patch has been added so that LiVES builds these with the right filename and looks for them with the right filename.
