Package: avahi-sharp

Hiya,

In CLI-land, we have been moving pcfiles to their own -dev source
packages. avahi-sharp should be transitioned to do this too. slomo
indicated that a NMU would be acceptable for this, so I'll prepare one.
I'll also fix the csc -> mono-csc FTBFS, obviously :)

(The point of this is so that ABI breaks can be handled without
sourceful changes)

The -dev package should:
  - be API versioned if the pcfile is
  - depend (= ${binary:Version}) on the library package
  - also depend on any packages in the Requires: line of the pcfile
