the main argument against bumping it in the past has been to ease backporting,
and there hasn't been a very strong argument *for* it (i.e. the benefit of
doing so hasn't been entirely clear).

now that v7 is in the last stable release it's not as much of an issue wrt
the above, but due to both time constraints and a fairly conservative approach
to maintaining dbc i still haven't bothered to do it.

git clone ssh://git.debian.org/git/dbconfig-common/dbconfig-common.git

and you should get the "sid" branch by default.
