You're right.
Tried it with udev which is on hold on a few machines. Popped up after
a few seconds.
I though had cases where nothing happened. I guess those are those
cases where the changelog was not yet available on the web as usually
the case shortly after a mirror sync for packages new or updated with
that sync.
In that case nothing happens, i.e. the error message about the not
found changelog is not displayed.
