Ok. Would you mind sending it to the bts, so we have a complete file
when I re-assign to insserv.

This is really strange. If you were upgrading there should have been
links from the previous exim4 version in /etc/rc*d. And update-rc.d
should simply have done nothing.

Quote update-rc.d(8)
| If  any   files   /etc/rcrunlevel.d/[SK]??name   already   exist
| then update-rc.d  does nothing.
