This is actually a bug in mozplugger, not Epiphany.

Keeping in mind that the "mozplugger" description explicitly states that it is
meant to work with mozilla, it should be removed from the "suggests" field.
mozplugger is an NPAPI plugin, like any other, so it is supported by
WebKit as any other NPAPI plugin. The problem here is it is claiming the
PDF for itself, and then failing to render it.
