fts depends on atftpd or tftpd.  There are other tftp daemons which I
suspect are usable as well, like tftpd-hpa.

If you agree, then instead of just adding tftpd-hpa as another fallback
dependency, I suggest also relaxing the depenency to Recommends to allow
other implementations too - due to the fact that there is not a generic
virtual package to fallback to.
