I can confirm that this bug is present in the last release of RT3.6
and that it's fixed in RT3.8.7.

Since it seems unlikely that upstream will fix this, and since
request-tracker3.6 is unlikely to receive any significant further work
in Debian, I'm afraid that this bug is unlikely to be addressed. I'm
therefore marking it as wontfix.

The reminder part of this feature is intended to send you emails I
believe, but this needs a cron job to be configured which currently
isn't done by the package installation (we plan to address this soon).
