grace's PDF support is deliberately disabled because PDFLib Lite isn't DFSG-free software (no commercial use). It can't be linked both because it would kick grace out of main into non-free, and because PDFLib isn't packaged for Debian, so it's not an option even then. See README.Debian for the two workarounds.
