With:

# apt-show-versions | grep movabletype
movabletype-opensource/testing uptodate 4.3.3-1
movabletype-plugin-core/testing uptodate 4.3.3-1

it works fine, no more character corruption in fast cgi.

Well the workaround is to use cgi-s instead of fcgi-s. Which is slower, but 
works.

I think you can close the bug.
