Those appear to be templates created by the user in the process of
building a Puppet configuration.  Those are not configuration files owned
by a package, and should not be removed on package purge in my opinion.
They're equivalent to additional logrotate rules written by the
administrator in /etc/logrotate.d or additional xinetd configuration files
put in /etc/xinetd.d, neither of which are removed on purge of the
relevant packages.
