The dialog about dbconfig-common creates the impression that it will create the 
table and user directly. But they are not created before I manually call 
dpkg-reconfigure phpmyadmin which asks me some questions needed to create the 
table and user. I think these questions should already be asked while upgrading.

I could reproduce that problem by upgrading a lenny chroot with mysql and 
phpmyadmin to squeeze. The reason is surely the priority like the README.Debian 
mentioned it because the default priority of debconf is high. 

If the priority problem will not be fixed it would be at least good to add a 
note to the first dialog about dbconfig-common that this option will not 
necessarily create the table and user and dpkg-reconfigure has to be called if 
not.

It would be also ok to lower the priority of the dbconfig-common question and 
thus there would be no wrong impression.
