It does run. You just have to specify the output for the encoder you have
installed in your system. And you can do that by editing /etc/abcde.conf (and
have a system wide configuration) or editing ~/.abcde.conf (and have a
per-user configuration) or issuing a -o <format> for the right encoder you
have installed in your system, and have a runtime configuration.

The program is expected to run with the minimum set of tools as possible, so
i refuse to install all possible encoders.

No. If you have oggenc (vorbis-tools) installed in your system, it has to be
in your path. abcde cannot and will not check in every single possible
directory on your hard disk for the executable. If you dont have it, the error
message is right (i could add a hint, though, that a new package might need to
be installed in your system).

Agreed on this. I will add a "Perhaps you need to install the tool in your
system? Read the man page for more info"

Really, it should not. The program actually runs if you check the man page or
the help output. It does not help to set the OUTPUTFORMAT to ogg/vorbis if you
dont have the (oggenc) program installed and in your path, and i am not going
to create a debconf system that goes and checks that the package is installed
and the binary on every (or any given random) user's path, for every user in
the system.

Having such debconf interface would just bloat abcde.
