we've decided not to do anything about this at this time. Basically, this seems like a glibc limitation; bsdtar asks glibc to do the lookup and apparently glibc needs more than just /etc/password and /etc/group. We're willing to consider arguments to the contrary; please feel free to add your comments to the bug linked to just above.
