Wouldn't this be a firefox bug?

Only if _using_ libgtk is considered a bug! ;)

Seriously, though, it would seem that the problem is an internal design flaw in gtk+2.0. Upstream knows about the problem, but either doesn't know how to fix it, or can't easily fix it without breaking more important functionality. More info about this bug can be read on other bug trackers:

https://bugs.freedesktop.org/show_bug.cgi?id=21583
https://bugzilla.gnome.org/show_bug.cgi?id=581526

https://bugs.launchpad.net/ubuntu/+source/firefox-3.5/+bug/401823
https://bugzilla.gnome.org/show_bug.cgi?id=590690

The main user which seems to be tripping the error is the Flash Player, but from the discussions I've seen so far it is a design weakness in gtk that needs to be reimplemented.
