FYI, the file as been relicensed upstream and #535171 has been closed by an upload of a newer upstream version. I don't know about the 1.2.0 sources of Mantis, if they still ship a copy or if that copy was updated too, but I have the impression that this could be resolved soon. Hope this helps.
