For an expired key you can just update the expiry date on the key and
request we pull the update from the keyserver network (we don't accept
updates to DM keys to keyring.debian.org via HKP at present, though it's
on the todo list).

If you want to replace your key you'll need the new one signed by at
least one DD and a signed replacement request from a separate DD (who
will ideally also have signed the key; ie 2 DDs sign your key and one of
them signs the request for replacement, including the fingerprints of
the old and new keys).
