libtorrent-rasterbar is a good library, but I haven't seen any evidence of it becoming the de-facto standard. openSuSE recently switched to Transmission from Monsoon. You're probably referring to <http://trac.transmissionbt.com/ticket/1242>. What happened is that 1.90 and 1.91 were banned after 1.92 was released, so that users would have an easy upgrade path.
