Hello!

In trying to coordinate the SELinux bits between Ubuntu and Debian,
I noticed that the refpolicy "Conflicts: selinux" creates a problem in
Ubuntu, since Ubuntu has an "selinux" package. There was a similar issue
with "checkpolicy"[1], and in that case, the Conflicts was just dropped.

Would it be possible to drop the "selinux" Conflict in refpolicy too?

Thanks!
