Since drupal6 translation need to be manually loaded in the database via a web interface once the db is configured and populated by the installation script (another web script), I don't see the benefit to package them in any way, neither in the drupal6 package, nor in a separate package. Browser used for administration will probably be running on another machine 99.99% of times.
