Yes, the GStreamer MPEG demuxers only support MPEG TS and PS, not raw
PES (internally the TS and PS demuxers both handle PES packets though).

I've forwarded this upstream[0] but I don't expect this to be
implemented soon because raw PES streams are not very common AFAIK.
