It could, but the consensus in #554914 was to use debconf and I don't
really want to change that again now that I've got the buildd code
changed.  Or do you mean that one of man-db's maintainer scripts could
save the value in debconf in a flag file for use when triggered?  That
could work; I guess it would have to be the preinst.
