It occured for example today, when updating libsox-fmt-mp3, where
lib-sox-fmt-all depends on. And also with libsox-fmt-all, which sox
depends on.
It happens regardless of the order in which I mark the packets to be
upgraded,... even if I first mark sox to be upgraded, then
libsox-fmt-all and then -mp3.... the A flag is clear on -all and -mp3
It also happens on the -pulse package.

An example with suggests is binutils-doc, which is suggest by binutils.
